Director Reports - December 2025

Directors met with the Court to report on the progress and activities of their respective departments at this month’s meeting held on Tuesday December 16, 2025.

Finance Office

Michael Mackin
Finance Director

Finance Director Mike Mackin reported that county financial statistics continue to trend positively. When reviewing the four-year history of collections, he noted that processes remain up compared to the same period last year. Director Mackin also shared that since October, net profit figures have continued to increase, reflecting steady revenue performance.

Road Department

Steve Kelsey
Road Foreman

Road Foreman Steve Kelsey reported that recent cold weather conditions created challenging working conditions for crews but expressed pride in the department’s response and performance throughout those events. Despite the weather, the Road Department remained focused on maintaining safe travel conditions across the county.

Work on the Logan Hollow Bridge has been completed, and the roadway is now fully open to the public. The project experienced some weather-related delays; however, improved conditions allowed crews to complete the work successfully. Shoulder crews have returned to their assignments, and cleanup operations are underway following shoulder work to ensure roadways remain safe and passable.

Director Kelsey also reported that the department’s new salter truck is expected to be returned this week, which will further enhance the county’s winter maintenance readiness moving forward.

Tyler Brown
Env. Services Director

Environmental Services

Environmental Services Director Tyler Brown reported continued progress in countywide cleanup efforts. Year-to-date, crews have cleaned 31 open dump sites, covering a total of 613 miles and collecting 8,531 bags of trash. These efforts reflect the department’s ongoing commitment to improving environmental conditions throughout Rowan County.

Director Brown also discussed, along with Judge Clark, that Rowan County Fiscal Court, in partnership with the Gateway Area Development District, has been awarded a $2.6 million SWIFR grant to expand the county’s recycling center. This expansion will significantly increase operational capacity and allow the facility to provide recycling services to surrounding counties that previously lacked access, creating long-term regional benefits and strengthening Rowan County’s role as a regional recycling hub.

Kim Adams
Animal Control Officer

Animal Control

Animal Control Officer Kim Adams reported that the animal shelter remains at full capacity, with animals being placed at a slower pace than usual. Despite these challenges, the department continues to manage capacity while ensuring proper care and attention is provided to all animals currently housed at the shelter.

Homer Lewis
EMS Director

EMS

EMS Director Homer Lewis reported that the department has responded to 6,290 runs year-to-date, already exceeding last year’s total of approximately 6,000 runs. Based on current trends, projections indicate the department could reach approximately 6,400 runs by the end of the year, highlighting continued growth in service demand.

Director Lewis also shared that new lift devices have been installed in county ambulances. These upgrades enhance safety for both patients and EMS personnel by reducing strain during patient loading and unloading.
