Directors met with the Court to report the progress and activities of their respective departments at this month’s meeting held on Tuesday February 17, 2026.

Finance Office
The finance office reported strong activity this month, processing 24 tax returns with extensions, which continues to demonstrate the department’s commitment to timely and accurate service for county residents and businesses. Director Mackin noted that this volume is a positive indicator of fiscal engagement within the community and reflects continued stability in county financial operations. The office remains focused on maintaining efficient processing and ensuring taxpayers receive prompt and professional service.

Road Department
Road department crews continue active work across county infrastructure projects. Stigall Contractors began a roadway project on Airport Road. Residents should note that roads will remain open throughout construction to minimize disruption.
Weather conditions this winter caused delays on the Bluestone project, but with warmer temperatures approaching, crews expect to make up time and complete work soon. Throughout the challenges, the road department has remained focused on maintaining safe and passable roads for Rowan County motorists.

Environmental Services
Tyler Brown shared progress on cleanup efforts that were initially slowed by winter weather. Crews have worked diligently to get trash pickups back on schedule and restore normal operations. In addition to routine maintenance, the department is actively pursuing grant opportunities and preparing annual reports that support long-term sustainability and environmental stewardship throughout the county.
Director Brown emphasized the department’s ongoing dedication to improving community appearance and safeguarding public health, and noted that wormer weather will enable crews to make even greater strides in roadside maintenance and environmental cleanup this spring.

Animal Control Officer
Animal Control
Since the last Fiscal Court meeting, Animal Control has taken in 14 cats and 21 dogs. Thanks to the hard work of shelter staff and volunteers, the department has facilitated 10 cats and 7 dogs into adoption, reunited 2 dogs with their owners, and coordinated placing 7 cats and 1 dog with rescue partners. Current shelter housing totals 21 dogs and 10 cats.
Director Kim Adams also highlighted ongoing efforts made possible by the Joanie Bernard grant, which funds spay and neuter services for Rowan County cats. This is an important initiative to help reduce future overcrowding and improve communitywide animal welfare.
