Continuing a Proud Tradition Honoring Veterans and Active-Duty Military Personnel
Rowan County, Kentucky—Rowan County is proud to announce the continuation of its County-wide “Ringing of the 21 Bells” event, set to take place at 11 a.m. on November 11, 2025. This meaningful tribute invites every citizen, school, business, and public entity to participate in a tradition that honors our nation’s veterans and active-duty military members.
Honoring Service and Sacrifice
In 2024, Rowan County made history as the very first county in Kentucky to hold a County-wide “Ringing of the 21 Bells” on Veterans Day, marking a new chapter in the community’s commitment to honoring those who have served. The tradition continues in 2025, and everyone is encouraged to take part—if you have a bell, please join in this simple yet profound act of remembrance.
The Method: Ringing with Purpose
At precisely 11 a.m. on November 11, 2025, participants are asked to ring their bell slowly 21 times. This solemn gesture is a tribute to all veterans and active-duty military personnel, echoing the respect and gratitude of our community.
Historical Significance
The tradition of ringing 21 bells dates back to the end of World War One, 107 years ago. The “Twenty-One Bells,” akin to the 21-gun salute, symbolizes the end of hostilities and the hope for peace. For over a century, Americans have honored Veterans Day with this symbolic act, and Rowan County is proud to keep this legacy alive.
How to Participate
· Who: Every citizen, school, business, and public entity in Rowan County is invited.
· When: 11 a.m. on November 11, 2025.
· Where: Ring your bell wherever you are—at home, at work, or in your community.
· How: Ring your bell slowly 21 times in honor of veterans and active-duty military personnel.

For those who wish to gather together, please join us for the Veterans Day Ceremony at Freedom Park, located in downtown Morehead, Kentucky. Whether you participate from your home, YOUR SCHOOL, your business, or with friends and neighbors, your involvement honors those who have served or are currently serving our nation.

Timothy C James has been selected by the Rowan County Veterans Foundation as the 2025 Patriot Award Recipient
This recognition is given yearly by the Foundation for an individual that has demonstrated commitment to service not only to veterans but to the community. The award was instituted in honor of our departed brother Steve Fouch.
Tim James has over 50 years of law enforcement experience retiring from the Naval Criminal Investigative Service (NCIS) in 2004. Tim is a native of Rowan County and graduated from RCSHS in 1972. He began his career of service joining the Morehead Fire Department in 1972 as a high school senior. In 1973 he was one of the first employees of the Rowan County Emergency Medical Service as an Emergency Medical Technician.
Tim entered on active duty in 1976 and served as a US Army Military Police Captain until 1982. He then entered on duty as a Special Agent for the NCIS serving until 2004. His duties included numerous overseas intelligence duties, protective services and supervision of operations in Guantanamo Bay, Cuba where he was congressionally recognized for law enforcement integrity. Tim received numerous awards in his military and civilian NCIS career to include the Navy Superior Civilian Service Award. Subsequent to his retirement he was inducted in the Hall of Distinguished Alumni at his alma mater, Eastern Kentucky University.
Tim retired to his hometown of Morehead and continued his commitment of service as Chairman of the Board for the regional airport and as a volunteer deputy at the Sheriff’s Office. He and his wife Lisa have been dedicated volunteers for the Rowan County Veterans Museum and contributed substantially to the renovation in 2024.
Tim’s life is a example of a service dedicated career. His legacy reflects the life of a true “Patriot”.
