In Memory of Former Rowan County Sheriff Jack Carter

With great sadness, Judge Clark and the Rowan County Fiscal Court join our community in mourning the passing of former Sheriff Jack Carter.

Jack served Rowan County for decades and was one of the longest serving Sheriffs in the state. During his tenure, the Sheriff’s Office grew from three to thirteen officers, helping to establish a narcotics unit and a K-9 unit, as well as school resource officers. He was an active member of the KY Sheriff’s Association and served on many committees.

Not only was Jack Carter a great public servant, but also a friend, role model, and mentor. He was like a father to many and is remembered for his continual kindness towards all. Jack embodied what it meant to be a community leader and a friend.

Jack Carter will be missed by our law enforcement and all whose lives he touched. Please keep his loved ones in your hearts.
