Although county government directly impacts many aspects of all our daily lives, many people haven’t been educated about its structure or functions. We’re trying to change that, one article at a time. Here are some of the basic questions we’ve been asked the most. We hope this helps folk understand more about the Fiscal Court and what we do.

With great sadness, Judge Clark and the Rowan County Fiscal Court join our community in mourning the passing of former Sheriff Jack Carter. Jack served Rowan County for decades and was one of the longest serving Sheriffs in the state.
The University of Kentucky Osher Lifelong Learning Institute (OLLI) at Morehead offers educational and enrichment courses, programs and events for a diverse community of learners 50 years of age and older. Some spring classes have just begun, but online registration is still open.

Here you may find information on County services, receive updates on developments in your community, and stay up to date on meetings and important events.
We as a County face new challenges and are met with new possibilities every day. We thank the citizens of Rowan County for the valuable input and feedback you provide. Your voices help to guide us so that we may better serve you and continue to implement positive change in our community. Our doors are always open to you.

It is believed that Rowan County was first explored in 1773 by a party of surveyors from Pennsylvania. The first settlement was established in Farmers, a town 10 miles west of Morehead. Its population rapidly increased due its fertile farming land and proximity to water sources. Additional settlers came to Rowan County from Virginia in the late 18th century after being awarded land grants at the end of the American Revolutionary War. Clearfield was the second settlement established in the county, being colonized by a Virginia aristocrat named Dixon Clack in the early 1800’s.
