Rowan County Soil Conservation District

The mission statement of the Conservation District is “To conserve and promote the best use of the natural resources of the county by encouraging the use of Best Management Practices, district involvement with land use policy decisions, public awareness and education.”

The Rowan County Soil Conservation District fulfills this mission statement by administering several programs for the farmers and citizens of Rowan County. Programs such as the annual tree giveaway, equipment renting, dead animal removal grant, annual art and writing contest for the Rowan County School System, as well as administering the Kentucky County Agricultural Investment Program (CAIP) and Kentucky State Cost Share Program.

Kentucky’s Conservation Districts are a subdivision of state government created through the passing of KRS Chapter 292 by the Kentucky General Assembly in 1940. In the years following this legislation being passed each Kentucky county organized its own Soil Conservation District. Rowan County’s Soil Conservation District was founded in 1942.

The Rowan County Soil Conservation District also partners with the Natural Resources Conservation Service to help administer federal cost share programs to the farmers and producers here in Rowan County.

Board members: Sam Hughes (Chairman), Clyde Mays, Jr. (Vice Chairman), Angela Clatos (Treasurer), Gary Ferguson, Steve Kelsey, Anthony Anderson, and Mark Kurywczak.

The Rowan County Conservation District would also like to recognize Willie Pennington as its most recent retired board member, Willie served on the Conservation District Board for 33 years.

The Administrative Secretary for the Rowan County Conservation District is Tammy Winkleman.
